Abstract
# e literature did not propose yet a certain hypotesis about the administrativ incorporation of this district from
the Timiș Cerna Pass. # e documentary sources were incomended whit this problem, but, infortunely, were no
able to off ere an exact and uniform localization, in the case of the valachian district. # ereby, some documents
from de begining of the XV century place de districts of Mehadia and Caransebes, within the Timis County.
Obviosly those prouves would make possible to sustain that the Pass, in the totality would be included into de
Timis County, who should cover the region until the Danube. However, the posterior sources certifi cate that the
district was placed under the authority of the Ban of Severin and, then the controversy about it’s administrativ
situation might restart. Generally, the District of Caransebeș was included into the Timiș County in vacancies of
the head the Banat of Severin. We don’t question those facts, but we stress that in such a moment the fortress of the
district belong to the count like honorary fee, and that doesn’t supouse the inclusion of the district in the county’s
borders. # e documentary sources, idintifi es, briefl y, that the same district belongs to the sub Banatu Zewreniensis.
Our hypotesis, whereby we argue that the district of Caransebeș constitue an administrativ entity sui generis, is
based on the famous privilege from 1457 and on the activity of the cnezial and nobiliar institutions. From that
moment in the district, functioned beside the nobiliar and cnezial assamblies, one judex nobiles. # ose realities
constitue the assential prouves in the confi rmation of the existence for all the administrative entities. In fact, the
district has insititions that assure his own economic and judicial administration. And also, in the interior of certain
district it’s impossible to found institution belonging to anther administrativ entity.
Obviosly, regarding the political authorithy, this was assured, either by the Timis count, or by the Ban of
Severin. # e last one, whit the vicebans presided or assistes more than a thirt of the total of the cnezial or nobiliar
assamblies in the district of Caransebes.
